New Guidance Published on Leak Testing Risk Assessment

An important development from the Asbestos Network Technical Working Group.
A new guidance document, Appendix 01-26: Guidance for Licensed Asbestos Removal Contractors on Leak Testing Risk Assessment, has been completed and is now published.
Key points from the new guidance:
The document reinforces the legal status of leak testing as a mandatory requirement under the Control of Asbestos Regulations 2012 (CAR 2012) and its ACOP. It is primarily aimed at Licensed Asbestos Removal Contractors (LARCs) but is also valuable for others involved in the process.
Key points to note include:
- Risk-Based Decision Making: LARCs are responsible for determining whether leak testing is required, and if so, where and how often, based on a risk assessment. This decision must be recorded in the plan of work.
- Non-Negotiable Requirement: The guidance confirms that leak testing must be conducted in specific circumstances, including:
- Where the Negative Pressure Unit (NPU) vents internally – testing at the discharge location is always required.
- In sensitive areas such as schools, hospitals, and care homes.
- Ongoing Verification: A history of low test results is not a reason to stop testing. Leak testing is a fundamental "Check" in the management system (Plan, Do, Check, Act) to ensure controls remain effective throughout the work.
- Recording Decisions: A decision not to leak test must be specifically documented and justified in the plan of work using the considerations set out in the guidance.
